Thailand’s civil aviation sector has been red-flagged by the International Civil Aviation Organization (ICAO) since 2015 for safety and organizational issues, but with the country making strides to resolve its procedures, that status should soon be lifted. This will once again give Thai airlines the freedom to open new international routes, expand current routes and change aircraft types on them. Something they are banned from doing because of the red flag.
However, since ICAO has not yet set a date for lifting the red flag status, we still don’t know when it will happen.
The organization does, however, appear to be satisfied with the effort the country has made and as a result, three carriers – Bangkok Airways, Thai Airways and Thai AirAsia have had their Air Operator Certificates reissued by the Civil Aviation Authority of Thailand (CAAT).
Speaking about this, regional director for ICAO Arun Mishra said:
Working with ICAO and expert consultants, Thailand has now enhanced its AOC procedures. Its AOCs are currently being re-certified progressively, in three phases, and several are already in advance stages of a re-certification process which is expected to be completed soon.
Mishra said it was necessary to recertify 28 AOCs, which meant the staff that was supposed to handle the process was stretched a bit thin. Due to this, ICAO had to turn to external consultants:
ICAO has been providing a good deal of on-site assistance to help Thailand strengthen its aviation regulatory oversight capacities. Regular meetings have been held with our Asia-Pacific Regional Office, which is located here in Bangkok, the most recent taking place in March. And here in Bangkok we have also been conducting regular training programmes for Thai safety oversight inspectors.
As to when the red flag status will be lifted for the Thai aviation sector, Mishra couldn’t specify the exact date, but instead said:
ICAO is committed to prioritizing this, but no date has been set at this point. As soon as we receive a confirmation from Thailand confirming its readiness, we will take the necessary steps as quickly as possible.
